The smile becomes more complex and individualized. What Is Culture? In Vancouver and Toronto, and to a lesser extent Montreal, linguistic diversity has become increasingly prevalent. European colonizers often viewed the people in the lands they colonized as uncultured savages who were in need of European governance, dress, religion, and other cultural practices. All judges at the superior and appellate levels are appointed after consultation with non-governmental legal bodies. There could be no societies if people did not share heritage and language, and civilization would cease to function if people did not agree to similar values and systems of social control. As a result, the Official Languages Act became law in and established both English and French as the official languages of the federal government and federal institutions such as the courts. Writer Lavina Melwani described a happy marriage which had been arranged by the bride's father, and noted that during the engagement, the woman was allowed to go out with him before they were married on only one occasion; the couple married and found happiness. As a result the perspectives, concerns, and interests of only one sex and class are represented as general. Unlike high culture, popular culture is known and accessible to most people.
